For some unfortunate reason, some models will not work no matter what you do. Most of the times is because it don't understand the concept 'k9 dick', to test if it will work is simple, if you can't make the model generate k9 dick by itself, my lora won't work anyways on the model.
You can use the recommended trigger words alone or you can use it together with some extra tags below.
Negatives: holding penis, hands on penis, tucked penis, testicles.
Due to how the balls look in 3d renders "testicles" tag need to be in negatives to avoid the lora turn balls into a entra weird knot. Instead I recommend you to use "balls", "big balls", "furred balls" instead of "testicles" in the positives.

If that's your main tag, then that might be the problem. The main models (that Are trained on furry content) will understand canine penis/canine cock, but 'k9 dick' is a more fringe way of putting it. And local image AI is not yet smart enough to make the connection between K9 and canine.
the tags is on "Trigger Words" section, if the one you're refering to is "perfect k9 dick", that is intended to be something like "masterpiece" on illustrious models... a quality tag

Question though, is this actually a lora, or a lycoris(or some other flavor like Dora, loha, etc.)?
I ask because I'm in the process of coding this fully offline program for viewing safetensors metadata(as well as a prompt builder using keywords directly from Loras), and yours doesn't load properly for some reason.
I've already discovered that lycoris has issues, so that's one thing I'll have to deal with, but just keeping an eye out for any others.
Lazman it's a merge from 6 versions i have made trained in pony, illustrious and SDXL to make the lora more stable and compatible with other models. that's why it didn't load.
