Either you posted the wrong file or this is the crapiest character lora in existance. I'll choose to believes its a mistake and wait for you to fix it.
EDIT: Now that the correct file was uploaded I can say that the Lora works perfectly fine. Character generated consistently well. I would say strenght 0.9 would be recommended, but it depends on a model so milage can vary.
