If you ever noticed during the transformation scene it shows a serafuku collar on a plain white leotard and then magically applies the skirt. So this is an idea of the serafuku leotard used as a base for the sailor scout outfit. Can do short and long sleeve variants. Suggested to be used at 0.6.
