Dipsy from teletubbies (Requested)

• "Top hat, Cow print hat" (works with both 2014 and 1998 versions.)

• "Reboot Version" (2014 reboot)

• "Original Version" (1998 Original, remove "tan face" if it generates his skin color weirdly.)

Strength: 1-0.8

His apperance in both the original and the reboot isn't very noticably different but I still decided to go through the effort and include both anyways, why not.
