Rename this file to RealESRGAN_x4plus.pth and copy to the RealERSGAN folder to use as an up-scaler.
Recommend to back up or rename the RealESRGAN_x4plus.pth found at:
webui\models\RealESRGAN
Credit to the up loader of HAT and Real ERSGAN this is simply a workaround to use in Stable Diffusion WebUI until an add-on is made. (Or inspire someone to do just that)

I don't see any improvement in upscale quality compared to the default, is there any other setting I need to do besides renaming the files and putting them in a folder?
No it really needs it's own python files written for it, you can try out BRSGAN at https://github.com/cszn/BSRGAN, You can replace the default ERGAN (Not the ERSGAN+) With it
