This is a pony lora for the character Ichy from the 80s cartoon Dinosaucers. A weight of 0.8 to 1 works well with this. Sampling Steps of 20 to 30 works well with most models, as does a CFG Scale of 6 to 8.

Though adding those along with the rest tends to make the character like a too realistic dinosaur, and the other seems to force the character to stand in the water up to his feet or legs as opposed to wearing swim fins. Adding the term dolphin can help the look out with some models. Add 'two or more fins' in the negative prompts if more than two back fins show up.
