It's the Queen of Hearts from the 1951 film Alice in Wonderland et al.

Strength of 1 should get you something very on-model to the original film although lower weights will let you have some fun with slightly less on-model versions.

Use "qhearts" and for her outfit I also recommend "dress", "high collar", "short sleeves"/"long sleeves", "wand", "crown", "hair bun", etc.
