Use "OroroMunroe" followed by "strapless leotard, cleavage, bare shoulders, cape, thigh highs" at 0.8 to 1 strength. Her headdress generates automatically most of the time, you can just put "hairband" or headdress" in the negative prompt. May need to specify white hair if you are specifying other colors in the prompt. This is only trained on this outfit right now.

Unfortunately, for anime models, black skin is more difficult than it should be. Her skin will be a lighter brown or even occasionally just a tan white rather than the black she should be. Also tan lines like to appear around her breasts and thigh occasionally as if she was just a tan white person. Just an unfortunate and nasty consequence of these models though not likely the intent of their makers.
