I tried to make exactly the same April, in the selection of art only frames from the cartoon processed by AI, but this is not enough for good quality. So IMPORTANT TIPS:
1) DO NOT use standard denoising strength (better to use 0.6 or higher, because the quality of art in the sample is quite low)
2) In addition to the main april o'neil prompt, use: brown hair, orange hair (what do you like more), gray eyes, lips, short hair, yellow shirt (you can try yellow jumpsuit)- this helps to identify April
3) From myself - use prompt: hair over one eye, you will like it)
4) Negative prompts: (worst quality, low quality, extra digits:1.4), blurry foreground, blurry

just use hires fix as much as your video card is capable of, so as not to give an error, with 8gb of video memory it is 512x768 with hires fix 2, upscaler Latent (nearest-exact), the picture will be much more detailed. If you want a style close to the original but with more detail, don't use Denoising strength above 0.6, but to avoid artifacts, do not use too low a value, optimally 0.5
