It's Sakura Kurobane, one of the normal rarity characters from Love Live! School Idol Festival who also appeared in the Love Live! Nijigasaki High School Idol Club anime.

Activation tag is "kurobane sakura". It replicates the character fine without appearance tags, but adding "black hair, very long hair, brown eyes" may be helpful if not. Use "twintails" for her tacky twintail hairstyle.
