Yukari Yakumo, the secret boss of Touhou 7: Perfect Cherry Blossom. Comes with two outfits; her look from Perfect Cherry Blossom, and her more modern design.
You can try generating her umbrella with "holding umbrella", but it can be a bit finicky, so I'd only suggest using it if you need it. I also had a bit of trouble separating her hair from her hat, so if you want to put her in alternate outfits, you'll still need to keep the hat on, unfortunately.
Description
Version 1.0. If I can find enough art of her without her hat on, I'll probably give this an update to better allow her to be in alternate outfits.
