NOT AN EASY LORA TO USE due to the nature of the source material (scarce, she's always in the same-ish backgrounds and obviously with the same outfit), AI not getting her "battlebikini" right and me being a lazy noob. ok that's enough coping.

weight: 0.8 to 0.9 1 if feeling lucky

appearance: blue hair, blue eyes, long hair, detached collar, white bikini, lipstick

earrings OPTIONAL (works better when generating closeups images)

dark-skinned female may be needed depending the checkpoint, if trying to change her clothes or combining with other LORAs

some LOCATION prompts may need extra weight

generally you can change her outfit (delete white bikini from positive prompts) with a bit of brute force and luck or using outfit LORAS but if you are still having problems my recommendation is:

lower this LORA's weight to ~0.5 and add https://civarchive.com/models/294176/aika-sumeragi-agent-aika (agent aika style) at ~0.7, makes it so much easier to work with without losing too much likeness (there are some examples uploaded), makes it more flexible in general but starts making strong noses so you have to figure out the right balance.

also for what (little) I understand Lora block weight could help in this situation, I haven't tried it though
