This is extracted difference from Anima Base 1.0 and Anima Turbo 1.1
I don't think it's equal to Anima Turbo 1.1checkpoint but close enough so you can use this with other checkpoints.
There is two variants in downloads, 1.1 is for 28 block checkpoints, the other one is converted for Anima 2.9b

What is the purpose of LoRA? Or it is just another "Turbo" LoRA...
When Anima Turbo 1.1 checkpoint came out - the developer of Anima didn't bother to release it also as a lora to use with other Anima based checkpoints or mixes - so extracted difference between Anima base and Anima Turbo 1.1 - so this lora intended to use with other checkpoints.
