Motherglare from the Fairy Tail 100 Year Quest manga. She was recently revealed in the manga, and there is only one official image with her color scheme, but that one is only offers very little of her design.

Might have to come back later and redo it if more panels with her get drawn.

It not quite as accurate as i want, the sort of scales she has under her eyes don't generate too often and the scales in her hair aren't very consistent.
