I called it Hua Feng originally because that's what the original poster called it in chinese, which according to translation just means painted style. Turns out the artist is Nanaco.

The original poster provided the 164 images used to create this style.

I would keep weight around 0.9, and you can go up or down as you please.

Seems to work fine with most models, but Illustro and Cetus mix(as mentioned by commenter on the post) seem to get the closest to the original style.
