Nsfw does not imply there being safe version, same applies to every single label that exists, and does not indicate the opposite of what the label indicates.
Search/filtering list of lora is best when labeled/organized in your library to find what you are looking for.
For example, a lora called "clothing - top hat" does not imply there is a non clothing version of the same top hat. You can create that version of the top hat if you wish, and label that accordingly "nsfw - top hat" to keep your files organized,
