Flappers as a subculture appeared in the excess and luxury of 1920's America. In contrast to earlier societal expectations, these young women wore their dresses short (knee length) for the time, bobbed their hair, wore vivid makeup styles, and partook in "unladylike" behaviors such as drinking, smoking, casual sex and partying.

To conservatives, these girls were naked and unintelligent, but they considered themselves modern and a sign of a better future, especially following the huge loss of young people during the First World War. Life was too short to waste being a prudish housewife, and with the new right to vote and rising female employment, many young women wanted to participate in city life like their male peers had been doing.

Modern innovations and economic prosperity led to the art deco aesthetic, and the glitz and glamor of the clothing had to match. Just the same, the Great Depression put an abrupt halt to both with the crash of 1929, and the average woman could no longer afford to keep up to date with trends, and society took a more somber reserved tone as a whole. Even when economic woes began to fade, state governments clamped down on female freedoms, passing laws to restrict shorter skirts and many women were even fired for having short hair.
