Would it be faster and easier to achieve this effect using Photoshop?
Sure. I have no doubt you could use many graphics tools to produce this result. The same could be said of all kinds of LoRA effects. Given the right tools and capabilities, you could accomplish a lot without LoRAs. I don't own Photoshop and am not adept at using graphics programs like it. So why not let people use a LoRA like this to produce the effect?
