Some correction. It's Soviet school uniform. Many post-soviet countries rid of of this nonsense long time ago. However, now it's still an official school uniform in Russia and may be some of satellites, like Belarus or Transnistria.
Don't spread misinformation. There is no mandatory school uniform in Russia. Girls dress in a similar outfit like in this model for graduation, because it's kinda cute.
