I recall the video announcing SDXL where they said a bunch of these prompts were no longer necessary and some won't even do anything. I am confused.

In some cases, doubling down on them for complex images doesn't hurt. I personally use this and negative prompts on sdxl when doing images with a lot of hair because without doing so, the focus of the image will be mainly focused on the hair and the face ends up lacking detail or gets glitchy.
Very little difference, most of the time I think it makes it slightly worse
