However in the official art, that piece looks like it's part of the dress and the only flapping part is below her hip. And best part is? Nobody gets it right. All 5000 fan arts I'm running through, only a dozen of those gets her details right. Someone would draw her coattails as a separate part, some would give her jacket different patterns, some straight up color-blind and worst of all, giving her dress six buttons instead of two.
