New Feature: Penalty Expiration

This is gonna be a short one. Removed content and it's point penalty to creator score now expire after six months.Different removal reasons also carry different point penalties, but from what I can tell the max is still 1000. I think I can deduce from my score and removed images what categories are still 1000 and one category that's 500, but if someone else wants to check the github for specifics they're more than welcome to.

A little aside, I seem to recall a user suggesting the penalty for removed content expiring after a time in a comment on the creator journey announcement article, so it looks like you were heard.
